I received this information from Access Support after raising the issue:
I've received feedback from the product team about these amber labels on the compliance reports.
It's not the registration rules for any of the trainings apparently that are influencing this.
In fact there's a setting on the backend of the tenancy database (only themselves and us in the support team have access to that area) which is anchored at 4 months before certificate expiry for the amber tag.
Your database being on a multi-tenancy site, this cannot be changed, as it would impact all the organisations that are sat on that instance.
This setting can only be amended on a single-tenancy site (so using the Access Learning + version).
The colour labelling for the compliance reports should in all instances be determined by the expiry dates. Labelling amber 4 months before a course needs redoing is not appropriate in any situation.
