Allow Ratings at Pathway level

We're about to release a pathway with an e-learning activity and an assessment.

There currently isn't an option to choose to have learners complete a rating at the end of a pathway, which means we are only able to capture a partial picture of their experience of a course (by turning on ratings at e-learning level).

We'd like to have the option to choose for learners to be asked for ratings upon completion of the pathway, instead of when they've only completed the e-learning activity.
