I have had several customers ask for the ability to create objectives for their whole organisation or a subset of users.
Usually, you need to ask the user to create the objective themself, which doesn't have a high follow-through rate and is hard to report on due to inconsistent naming.
Whereas ideally there would be an area where you could create organisational objectives, and give them to groups of users. These could then be reported on or tracked to see organisational completion or progress of these objectives for reporting.
Rather than being a part of the existing objectives, I think it would be better to just have a new item on the toolbar for organisational objectives which can populate any relevant to the user.
