So the Categories are already implemented in Template Hub however these show in the content journey. Once you have chosen to use a template and selected your template you are then taken through the Audience Selection stages which is where you can select your categories.
The reason why we didn't include this in the Admin Area when creating the template is so that admins can change their audience for the same templates.
However there are plans to incorporate the User Groups in the Audience Selection journey in the future. So you just tag users from a particular department to the group and then the template hub journey is a lot shorter.
Activity -> New Rule -> Use Template -> Select Template -> Select User Group -> Check -> Apply
Although I can't confirm when we plan to do this, would this help you?

Although when you are in the Step 2 - Registration Filters you will be able to see only three options: Filter by Existing Registrations, Filter by User Creation Date and Filter by Employment Date.
In the Manage Activity, Select a activity, tab Users and Rules. You will have the option to Add Rules and Create Unique Rule which gives you the option to Filter by Categories.
So most of our Registration rules are set up using information from Categories so can the Filter by Categories be added in the Step 2 - Registration Filters for Template Hub, Create New Rule Template functionality?
I hope it clarifies the idea here! I believe without the Filter by Categories options in the Create New Rule Template, the Template Hub is not that useful.
