Learning System Role - Reporting Admin for Mulitiple Depts at User level for Compliance Coordinators

Can you create a new System Role of 'Coordinator' for Users who are not managers but are responsible for ensuring mulitple depts/users are compliant and 'in ticket' with their H&S courses (external events) and anything they need for their role ie Gas Safe certificates, CSCS Cards, SMTS Cards etc

These Users would have access to the Compliance Dashboards and Reports but only for the depts (multiple) they are responsible for.

Additionally can we do the same with 'Mandatory' courses only too - for H&S Advisors who are not managers to view compliance of the whole org this time but only for Mandatory H&S courses
