Ability to create tasks via the API that can only complete via API

When creating tasks via the API I would like to see a parameter that allows the task to become "complete only via API". Thus prohibiting the job seeker from completing the task, it will remain visible to the Jobs Seeker until it is determined as completed by our CMS.
