Update the Job Centre end date time when creating a job

Update the Job Centre end date time when creating a job, so that when a job is due to close on the 30th of June (for example) it expires as soon as it hits 00:00 on the following day and not during the day itself as it prevents users from being able to apply for jobs on the last day of the posting.
