Salary details when adding a new job should be mandatory

1. When adding jobs, employers must provide salary and admins should be able to set a minimum wage requirement. This way employers must provide wages if they select Full-time/part-time/casual/internship.

2. If they select Volunteer, then a mandatory field needs to appear, where their registered company number should be added.

If possible, administrators should be permitted to override these rules for specific jobs (if necessary, and approvals are in place).
