Give Free access to Quiz Generation for all clients

There is the possiblity to have quizzes relating to programmes - it would be good if there was a free tool where we could build quizzes into programmes so that users knowledge upon completing a programme could be checked - e.g. if they score over X% then they get a certificate rather than by just completing content they get a certificate based on a knowledge lebel gained.
